If yes, great! You're set. If not, uh..."Contact your system administrator". Technically speaking, the date is php include code. If you cannot view it, then there's something really strange, probably on my side, so shoot me an email and let me know. Also, is the phrase "Who would ever..." above white? This site uses a Cascading Style Sheet. It has been tested on various machines to be universal, but you may want to double check yours. Of course, if it doesn't work, I don't know what to do, so contact someone else. Another good check is the link at the bottom of the page. Is it blue?
Next, resolution. The Background is a picture at a large resolution that most people won't have. If you do have it, you probably are technical enough that you certainly don't need my help.
Anyway, the point is, see if you can fit your browser to see the background at all. More specifically, see if you can size your browser so you can see the border of the picture. If it's tiled, even better! Of course, if you understand what I'm talking about, again, you probably don't need to be here.
If however, you cannot see the background edges, that's ok. Then I would recommend viewing this page at the minimum of this picture below. Pretty big, isn't it? You'll have to scroll a little, but it will still be an enjoyable experience.

This is probably the smallest I would want to view this page.
On to the next questionable area. Sorry about all the scrolling, but hey, at least, I'm thinking about you.

Can you read the above? Well, ok, bad question. Can you see the above as Japanese characters or does it look like robot language? If you can't see it, then follow the instructions below.
First, go to the Control Panel of your computer. This can be done by hitting the "Start" Button, and you should see it. There is a button called Regional and Language Settings. Double-click this. Click the tab marked Languages. You now have two options, to be on the safe side, just click them both. Install Files for East Asian Languages and Install Files for complex scripts (including Thai). That's all there is to it. You should be fine. If however, this doesn't work, contact anybody else but me.
